The company vehicle world distinguishes two categories of products: on the one hand the longstay (ull), which assembles a rental to various management services (maintenance, fuel, assistance, alternative... vehicles) and, on the other hand, the "fleet management", which provides that only services by managing vehicles already purchased by companies.

The rise of the "fleet management" has been made by the public sector. After a few heavy weight (the post, SNCF, Ministry of defence) is now the Ugap has launched two calls for tender for fleets of vehicles of the State (ministries), to those of local communities. Tens of thousands of additional vehicles could reach this management mode.

Two categories of stakeholders are superimposed in this trade. "Fleet technical management" providers and those of the "fleet administrative management". The most widespread and the most basic are the "technical fleeters". They assemble the range of technical services related to vehicles: relations with garages for maintenance and failures, with the gain and the short rental duration, with insurance brokers, specialized repair networks... Their management is done from technical trays, in fact of "call centers" technicians equipped with information systems displaying all interventions carried out on all vehicles. These "garage in white collar" negotiate rates with garages and control their benefits and their bills.

300,000 vehicles in management

This basic level of the "fleet management", which represents approximately 300,000 vehicles management is largely held by long rental duration. Volumes from this activity in addition to the LLD enable them to better absorb investment, improve their productivity and their expertise in pure service. ALD, regards this activity as "strategic and neutral to the crisis", is the rental most tip in this niche. It manages 200,000 vehicles in "fleet" in Europe and has by far in France Caid-Overlease and Lease Plan. Outside rental, only Aon Auto, subsidiary of the insurance broker of the same name, and Icarus, integrated in European Assistance, have their own technical plateau.

The "fleet administrative management" is the second category. Its specialists coordinate, fly, synthesize and control long rental duration and/or a "fleet managers" techniques. This is an outsourcing of the functions of head of Park providing only of gray matter, managing relationships with drivers, providing consolidated information and comparing providers in each new location. Very widespread in Britain or in the Benelux countries, they begin to drill in France with Aon (which overlays the two layers of "fleet management") and the independent as ERCG, Fleet Logistics, more oriented on multinational fleets. Some rental companies offer themselves this function without being able to bring global reporting, except by being the sole provider of a business.

Unlike the longstay, who suffers losses on resales of vehicles, the "fleeters" today the wind despite the crisis. "The context is always in favour of the"fleet management", which is still generating margin," says Pascal greenhouses, Associate Executive Director of ALD International. Because, unlike the longstay, which involves purchasing vehicles, the "fleet management" is consumer of own funds and thus enjoys a faster ROI. "It is more a trade of services to risk on the resale of the vehicle.". In out of the crisis, business pressure is increasingly high on the quality of the services so that competition between leaders will play on their levels of service.

Xavier Bénard, CEO of Aon Auto France, confirms that "the current problems of the market are favourable to the fleet management". His company is a progression of 10 in 2009 as in 2008. "For increases in rents, the financial directions boost tenders to increase the number of lessors", he said. However, more rental are numerous in a company, they become more complicated to manage and consolidate. "Large enterprises turn therefore to the"fleet management"to stay agile and opportunistic in their procurement policies."
